Independent Technology Leadership When It Matters
Fractional CIO • Transformation & Programme Recovery • Technology Governance & Assurance • Commercial & Supplier Review
Senior technology leadership for organisations facing transformation, delivery difficulty, technology risk, supplier underperformance or a gap in executive leadership.
I work with Boards, CEOs and executive teams to establish the real position, make the decisions that have been deferred and put practical control back around technology, delivery and suppliers.
Most difficult technology problems are not purely technical
They sit between business priorities, executive decisions, delivery teams, suppliers, risk and money. When those elements stop lining up, reporting becomes less reliable, accountability becomes blurred and progress becomes increasingly difficult to judge.
Through Morgan Maurer, I provide experienced and independent technology leadership to bring those elements back together. I establish the facts, make ownership explicit, focus effort on the outcomes that matter and create a practical route forward that the Board, executives and delivery teams can understand.
The work is senior enough for the Boardroom and close enough to delivery to change what actually happens.

Fractional CIO & Technology Leadership
When it is needed
Your organisation needs CIO-level direction through change, growth or transition, but a permanent appointment is unnecessary, premature or still being recruited.
What I do
I establish technology priorities, operating models, investment roadmaps, service expectations, risk ownership, executive and Board reporting, and supplier accountability. I can provide ongoing fractional leadership or step into an interim executive position for an agreed period.
The outcome
A clear technology agenda, better-informed decisions, stronger ownership and a practical roadmap connected to business and operational priorities.
Transformation & Programme Recovery

A clear technology agenda, better-informed decisions, stronger ownership and a practical roadmap connected to business and operational Morgan Maurer combines project discipline, technology understanding and business awareness.
We do not just provide advice from the sidelines. We help shape the work, organise the delivery, manage the risks and support the people responsible for getting things done.
Our approach is direct, practical and focused on outcomes.
Technology Governance & Assurance
When it is needed
The Board or executive team needs an independent view of technology investment, programme delivery, cyber risk, data, AI, suppliers or the effectiveness of existing governance.
What I do
I review investment governance, decision rights, executive reporting, delivery assurance, cyber oversight, data and AI governance, supplier accountability, technology risk and the connection between expenditure and expected outcomes.
The purpose is not to create more governance. It is to make the existing governance useful, proportionate and capable of supporting real decisions.
The outcome
Better evidence, clearer accountability, earlier visibility of risk and decisions that can withstand executive, Board and regulatory scrutiny.
When to call
A conversation is worth having when one or more of these situations sound familiar.
There is a technology leadership gap
There is no permanent CIO or technology executive, but important investment, risk, service and supplier decisions still require experienced ownership.
A transformation is losing control
Dates, cost, scope and promised outcomes no longer align, and there is no single reliable account of the real position.
Reporting is no longer trusted
The programme may appear green, but the Board, executive team or operational leaders are no longer confident that delivery is genuinely under control.
Suppliers are explaining rather than delivering
Commitments are slipping, responsibilities are being disputed and accountability is becoming diluted across contracts, suppliers and internal teams.
Technology cost and value are unclear
Expenditure has increased, duplication exists or nobody can clearly connect the current technology portfolio to measurable business and operational value.
An important decision needs an independent view
A major investment, sourcing, operating-model, cyber, data or AI decision needs experienced challenge before the organisation commits more money, time or reputation.
Experience in complex, operational environments
My background includes technology leadership, transformation, assurance and delivery across:
Healthcare • Infrastructure and Construction • Utilities and Energy • Transport • Retail • Industrial and Asset-Intensive Organisations • Multi-Site Operations
This includes regulated businesses, geographically distributed operations, business-critical systems, enterprise applications, infrastructure, service delivery, major suppliers and environments where technology failure has an immediate operational impact.
